The proposal is to develop Outer Harbour with two container terminals of 1,000 m quay length each through PPP mode. The Outer Harbour development majorly involves the construction of breakwater, capital dredging in the Outer Harbour basin and approach channel, construction of rubble bund for reclamation of dredged materials for creation of back-up yard, berth/jetty construction, mechanisation in the berth & stackyard, railway line laying, navigational aids, etc., as per a release

Further, the Concessionaire will be required to construct two berths of 1,000 m quay length each and mechanise the berths to handle container cargoes. Works to be executed by the concessionaire also include back-up yard development and any other works for successful completion and operation of the terminal so as to create ultimate capacity to handle container cargo of a minimum volume of 4 m TEUs, as per the release.
